Jon Carroll founded Gulf Legacy Law with a desire to use the law to help individuals. Gulf Legacy Law is focused on assisting clients with tailored solutions to meet their needs.
Jon was born and raised in Florida. He attended the College of William & Mary receiving a B.A. in Art History. Following graduation, he returned to Florida and worked for a non-profit before attending the University of Florida where earned both a M.Ed. focused on Educational Leadership and his Juris Doctor.
Jon served as an active-duty JAG Officer in the United States Air Force for nine years. He then spent several years as a Federal civilian attorney with the Air Force and Department of the Navy. He continues to serve our country in the Air Force Reserves. Jon brings his extensive experience helping clients solve complex problems to Gulf Legacy Law.
Jon lives in Panama City Beach with his wife Betty and their three beautiful daughters.

Savannah Douglas, Executive Assistant
Savannah joined Gulf Legacy Law in May 2026. With four years’ experience as an Executive Assistant, she brings organization, compassion, and dedication to every client interaction. Known for her passionate heart, she is committed to providing dependable support and creating a smooth, welcoming experience for clients.
Savannah was raised on the high plains of Eastern New Mexico. Over the last 18 years as a military spouse, she has learned adaptability and resilience as she moved around from New Mexico, Texas, Utah, Alaska, and now Florida.
Currently living outside Panama City, she enjoys spending time with her family, gardening, and raising chickens.
